The opportunity

Before design, ask the right questions.

A land parcel can appear attractive because of its location, size or surrounding development. But land value alone does not determine whether a development opportunity works.

Before a project moves into design or execution, a developer needs clarity on a more important set of questions:

  • What can be built?
  • Who will buy it?
  • What will it cost?
  • How long will it take?
  • And does the resulting project make commercial sense?

This illustrative case study demonstrates how Imprell Realty approaches an urban development opportunity by combining planning potential, market intelligence, project economics and execution strategy into one decision framework.

The challenge

A promising site does not automatically create a viable project.

An urban land parcel was being evaluated for residential-led development.

At first glance, the opportunity appeared straightforward. The location had established residential demand, improving connectivity and development activity in the surrounding micro-market.

However, several variables could materially change the economics of the project:

  • permissible development potential
  • plot constraints
  • access and infrastructure
  • approval requirements
  • construction efficiency
  • unit configuration
  • local demand
  • achievable selling price
  • construction and statutory costs
  • development timeline
  • absorption rate
  • execution risk

Evaluating these variables independently would provide only fragments of the answer. The requirement was a single development view connecting planning, product, market, cost and execution.

Our approach

We begin with the land, but evaluate the entire development.

Imprell Realty structures the evaluation through five interconnected lenses.

01

Site & development potential

The first step is understanding what the land can realistically support.

The assessment considers

  • plot area and configuration
  • access and road width
  • planning regulations
  • permissible FSI
  • development rights
  • setbacks and open spaces
  • parking requirements
  • height and planning restrictions
  • existing structures or encumbrances
  • surrounding infrastructure
  • approval dependencies
02

Market & demand assessment

What can be built is only half the equation. The next question is: what should be built? The surrounding market is evaluated across:

The assessment considers

  • competing projects
  • prevailing prices
  • available inventory
  • unit sizes
  • buyer profile
  • absorption
  • upcoming supply
  • infrastructure catalysts
  • neighbourhood positioning
  • customer preferences

The first lens creates an initial development envelope rather than beginning prematurely with architectural design. The second is not simply to follow existing supply. It is to identify the product configuration most likely to balance customer demand, pricing and development efficiency.

Lens 03 · Product strategy

Product decisions are commercial decisions.

Based on the market and development assessment, alternative product scenarios can be created. For example:

A

Larger premium residences

Higher ticket size and positioning

B

Efficient mid-sized homes

Broader demand and potentially faster absorption

C

Mixed configuration

Diversified demand and inventory

D

Residential + selective commercial

Additional revenue opportunity where viable

Alternative product scenarios
ScenarioDevelopment directionStrategic intent
ALarger premium residencesHigher ticket size and positioning
BEfficient mid-sized homesBroader demand and potentially faster absorption
CMixed configurationDiversified demand and inventory
DResidential + selective commercialAdditional revenue opportunity where viable

Each scenario affects

saleable area→construction efficiency→pricing→absorption→revenue→project returns

This allows product decisions to be treated as commercial decisions rather than design preferences.

Lens 04 · Development economics

Converting design potential into financial visibility.

Once the development programme begins taking shape, the project is translated into a preliminary financial model.

Revenue assessment

Potential revenue is estimated using saleable area × expected realisation, but tested against:

  • unit mix
  • floor premiums
  • launch pricing
  • market escalation assumptions
  • sales velocity
  • commercial inventory, where applicable
  • unsold inventory risk

Revenue is therefore modelled across the development timeline rather than treated as one headline number.

Development cost

The preliminary development budget considers:

  • construction
  • MEP
  • external infrastructure
  • consultants
  • approvals
  • statutory premiums
  • finance-related costs where relevant
  • marketing and sales
  • project management
  • contingencies
  • escalation
  • development overheads

The purpose is to understand the real economic burden of converting development potential into finished inventory.

The feasibility equation

At this stage, the project can be viewed through a simple development equation.

Development potentialMarketable productAchievable realisationTotal development costTime & execution riskDevelopment viability

This is the point where an attractive land opportunity either becomes a credible development proposition or requires redesign.

Scenario testing

We test the project before the market tests it.

Rather than relying on one forecast, several scenarios can be modelled.

01

Base case

Expected pricing, normal construction assumptions and planned development timeline.

02

Downside case

Lower realisation, slower sales and higher project costs.

03

Upside case

Improved pricing, stronger absorption and efficient delivery.

04

Delay case

Impact of approvals or construction delays on project economics.

05

Design optimisation case

Potential improvement created by changes in unit mix, efficiency or development configuration.

This allows decision-makers to see which variables matter most before significant commitments are made.

Lens 05 · Execution planning

A viable financial model still needs an executable project.

The feasibility therefore moves into an implementation framework covering:

Planning

  • Development programme
  • Design brief
  • Approval pathway
  • Consultant strategy

Procurement

  • Construction packaging
  • Contractor strategy
  • Material planning
  • Tendering

Delivery

  • Project schedule
  • Cost controls
  • Quality systems
  • Progress monitoring

Commercial

  • Launch strategy
  • Inventory phasing
  • Pricing
  • Sales monitoring

The result is a development roadmap that connects feasibility with actual delivery.

Key insight

The highest FSI does not always create the highest value.

One of the most important principles in development feasibility is that maximising construction does not automatically maximise returns. Additional area can also create:

  • higher construction cost
  • additional premiums
  • greater inventory
  • longer sales cycles
  • additional financing exposure
  • execution complexity

The optimum development strategy is the point where planning potential, customer demand, project cost and sales velocity work together.

The development framework

For every opportunity, Imprell Realty asks six questions.

01

What can be developed?

Planning and regulatory potential.

02

What should be developed?

Market and customer demand.

03

How should it be positioned?

Product and pricing strategy.

04

What will it cost?

Development and lifecycle economics.

05

How should it be delivered?

Planning, procurement and execution.

06

Does it create sufficient value?

Risk-adjusted commercial viability.

Outcome

From an uncertain plot to a structured decision.

The feasibility process converts an uncertain land opportunity into a structured decision. Instead of starting with “We have a plot,” the project moves forward with clarity around:

The objective is not simply to prove that a project can be built. It is to determine whether the right project can be built.

  • development potential
  • recommended product
  • estimated construction area
  • market positioning
  • preliminary revenue
  • development cost
  • approval requirements
  • project timeline
  • key risks
  • execution strategy
How Imprell adds value

Working across the intersection of six disciplines.

Real Estate Strategy

Understanding the asset and its development opportunity.

Feasibility

Connecting planning potential with economics.

Market Intelligence

Understanding demand, pricing and competition.

Development Strategy

Defining the appropriate product and project configuration.

Project Planning

Creating the roadmap from opportunity to execution.

Development Management

Coordinating the disciplines required to move the project forward.

Our perspective

Development decisions are interconnected.

  • Changing an apartment size changes inventory.
  • Changing inventory changes pricing.
  • Changing pricing changes absorption.
  • Changing absorption changes cash flow.
  • Changing the building configuration changes construction cost.
  • Changing the approval strategy changes the timeline.

That is why Imprell approaches development feasibility as one integrated system rather than a series of independent calculations.
